Organizational Context and Scope:-

Under the overall guidance of the Chief of Party (COP), overall supervision of the Community Resilience Activity (CRA) Resource Management Officer (RMO), and the direct supervision of the National Finance & Admin Officer, the incumbent is responsible for assisting with administrative and financial duties of the CRA program.

Responsibilities and Accountabilities:-

  • Conduct thorough Implementing Partner’s due diligence as per IOM policies and procedures; provide specialized advice and recommendations to the RMO and Chief of Party on the risk assessments and further engagement of the Implementing partners.
  • Review the Implementing Partner’s budgets submission, for accuracy and consistency.
  • Perform IPs random sport checks. Prepare detail report with observations and recommendations
  • Conduct thorough review and verification of IP’s financial reports and supporting documents ensuring completeness and compliance with IOM requirements. Liaise with the IP to address inconsistencies.
  • Maintain the IPs’ ledger balances and tracking sheet. Follow up with the IPs financial and narrative reports deadlines.
  • Assist in undertaking proper planning, expenditure tracking and audit of financial resources, and prepare financial reports as and when required.
  • Ensure that the coding of all accounting documentation is prepared according to the Organization practices and rules.
  • Monitor and assist (when required) in verifying invoices and documents submitted by suppliers and service providers meet the documentation requirements of the IOM established procedures; ascertain that the equipment, supplies or services they refer to were duly received or provided before proceeding with payment request.
  • Provide input for and coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
  • Ensure that accounting data is properly entered in PRISM, in accordance with IOM financial rules and practices, and maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
  • Follow up on advances/long pending balances in vendor accounts and work closely with relevant units to ensure timely settlement and to keep vendor balances to the minimum.
  • Provide technical support related to accounts and IOM rules, regulations, and procedures in relation to all financial (Invoicing, good receipt, treasury, cash management and grants Recon) functions to the finance field staff.
  • Assist in Project monthly financial accounts closure.
  • Assist in the overall verification, liquidation, monitoring and clearance of advances for the projects and staff members on regular basis. Reconcile monthly all debtors and creditors accounts.
  • Verify that all financial documents and vouchers are properly filed, and a proper filing system is maintained.
  • Assist in monitoring compliance with financial policies, procedures, rules and regulations.
  • Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
  • Perform other related duties as required.

Required Qualifications and Experience:-

  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field with four years of relevant professional experience.
  • Proficient in Microsoft Office applications e.g., Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way.
  • Discreet, details and clients-oriented, patient and willing to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
